MKUTANO WA 5 WA BUNGE LA JUMUIYA YA AFRIKA MASHARIKI KUFANYIKA BUJUMBURA.

Bunge la Jumuiya ya Afrika Mashariki (BJAM) leo limeanza vikao vyake Mjini Bujumbura, Burundi. Mkutano huu wa tano wa Bunge la tatu la Jumuiya ya Afrika Mashariki utafanyika kwa kipindi cha siku kumi na mbili (12) kuanzia leo Machi 16, 2015 hadi Machi 27, 2015.

Kesho Machi 17, 2015 Rais wa Jamhuri ya Burundi Mhe. Pierre Nkurunziza anatarajiwa kulihutubia Bunge hilo. Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt. Jakaya Mrisho Kikwete ambaye kwa sasa ni Mwenyekiti ya Jumuiya ya Afrika Mashariki pia anatarajiwa kulihutubia Bunge hilo(BJAM) Machi 19, 2015.

Bunge hili likiongozwa na Spika wake Mhe. Daniel F. Kedega katika vikao vyake litajadili Misuada ifuatayo; Musuada wa marekebisho wa Sheria ya usimamizi wa Umoja wa Forodha ya Mwaka 2015,  Musuada wa marekebisho wa Sheria ya ushindani ya Mwaka 2015, Musuada wa marekebisho wa Sheria itakayo ruhusu mawakili kutoa huduma za kisheria ndani ya Nchi Wanachama za Jumuiya ya Afrika Mashariki ya Mwaka 2014, pamoja na Musuada wa Marekebisho wa Sheria ya Muamala wa Kielectroniki  ya Mwaka 2014.

Pamoja na mambo mengine Bunge hili  la Jumuiya ya Afrika Mashariki katika Vikao vyake linatarajia kupokea  taarifa mbalimbali kutoka kwa Kamati zake. Taarifa hizo zinahusisha, taarifa kutoka Kamati ya Uhasibu ya ukaguzi ya Juni 30, 2013, taarifa kutoka Kamati ya Mawasiliano inayohusu Biashara na Uwekezaji katika eneo la Himaya ya Umoja wa Forodha na taarifa kutoka Kamati ya Malengo ya Pamoja inayohusu Haki za Watoto wa Nchi wanachama za Jumuiya ya Afrika Mashariki.

Aidha, BJAM katika vikao vyake linatarajia kupitia Kanuni zilizofanyiwa marekebisho na kupitishwa katika Mkutano wake wa mwisho uliofanyika Januari 2015 Jijini Arusha, Tanzania.

Kwa mujibu wa ratiba ya Vikao vya Bunge katika Kikao cha nne Mjini Bujumbura litakutana na Vijana kutoka Burundi na Mabalozi wa Vijana wa Nchi Wanachama za Jumuiya ya Afrika Mashariki. Katika Kikao hicho wote kwa pamoja wanatarajia kujadili masuala mbalimbali yanayohusu Jumuiya. Hii ni dhamira ya Bunge la Jumuiya ya Afrika Mashariki ya kufanya kazi kwa ukaribu na Vijana ambao kwa sasa wanakadiliwa kuwa ni asilimia 63 ya Idadi ya watu wote wa Afrika Mashariki.

Katika hatua nyingine Bunge la Jumuiya ya Afrika likiwa Mjini Bujumbura linatarajia kufanya mazungumzo na wawakilishi wa Wafanyakazi waliopo kwenye Taasisi zilizo chini ya Shikisho la umoja wa Vyama vya Wafanyakazi wa Afrika Mashariki na wawakilishi wa  Jumuiya ya Waajiri ya Afrika Mashariki. Wafanyakazi, Vijana, na Waajiri wanatarajiwa kuwasilisha mada zao mbele ya Bunge ambazo zitatolewa ufumbuzi na Bunge hilo.

Katika kikao cha Mwisho cha BJAM kilichofanyika  Januari 2015 Mjini Arusha, Bunge hilo lilipitisha Misuada miwili, maazimio matatu, na taarifa nne muhimu. Pia Misuada mingine sita ilisomwa kabla ya kukabidhiwa kwa Kamati husika.

Preparations of 2nd Edition of the EAC Arts and Culture Festival (JAMAFEST) Kick Off.

East African Community Headquarters, Arusha, Tanzania, 3 March 2015: The Director of Administration of the Kenyan Ministry of Sports, Culture and Arts; Amb. Anne Nyikuli, on 2 March 2015, graced the opening of the first meeting of the regional steering committee at Hilton Hotel in preparation of the 2nd edition of the EAC Arts and Culture Festival (JAMAFEST) scheduled for August this year.

Amb. Nyikuli recognized and appreciated the Republic of Rwanda for the high standard they set during the first edition of the JAMAFEST festival in 2013, urging the Republic of Rwanda to support and guide Kenya in the process of hosting the second edition of the festival this year. In her opening remarks, she also emphasized the festival is an identity of the EAC integration process pointing out that "...the significance of the Arts and Culture in the integration process is clearly underscored in the EAC Treaty provided in article 119 which stipulates that Partner States shall promote close co-operation amongst themselves in culture with respect to the promotion of cultural activities, including the fine arts, literature, music, the performing arts and other artistic creations, and the conservation, safeguarding and development of the cultural heritage of the Partner States including, historical materials and antiquities."

It is in fulfilment of the above provision of the Treaty that the 23rd Council of Ministers held in 2011 in Arusha, Tanzania decided that the EAC shall hold a regular Arts and Culture Festival after every two years on rotational basis. The 1st edition of JAMAFEST was successfully held in February 2013 in Kigali, Rwanda, under the theme; "Fostering the East African Community Integration through Cultural Industries."

The cultural extravaganza offers East Africans a great platform for cultural interaction and dialogue as well as contributing to the visibility of the EAC to the International Community. In addition it  provides an exciting opportunity to East African Cultural practitioners to show case the extent to which they have tried to exploit the economic potential of the rich and diverse cultural heritage through culture and creative industries.

The five day preparatory meeting is expected to agree on the modus operandi of the festival events, financing strategy and detailed road map leading to the holding of the festival in August 2015.
